Argentine History of the Economic and Social


ARGENTINE HISTORY OF ECONOMIC AND SOCIAL COUNCIL Atento seems imminent creation of an Economic and Social Council, references are made to the European experience in democratic contexts. At least we have not read about an experience that occurred in Argentina, and which we shall outline. Decree 2098, signed by President Peron July 1, 1946, published in the Official Gazette of the Republic of Argentina July 4, 1946, establishing the Economic and Social Council as an advisory body of the secretary of the Presidency of the Nation tripartite representation. Remember that the holder of that secretary was the Catalan scholar José Figuerola, who came to work with General Peron since he took over the National Labor Department on 27 October 1943. The functions of the Social Economic Council were regulated by Decree No 23 209, signed by President Peron on November 19, 1946, and published in the Official Gazette of the Republic of Argentina December 27, 1946;

Do not know of any studies on this experience, but we can surmise that there must be disabled on the occasion of the resignation of Figuerola, generated by the limitation imposed on him from holding office in the 1949 Constitution. But the philosophy of the Council would remain, as Decree 18 184, signed by President Peron August 6, 1949, and published in the Official Gazette of the Republic of Argentina August 11, 1949, establishing the National Commission on Economic Cooperation as an advisory body of the National Economic Council, with worker representation and management. The creation of the National Economic Council, had materialized by Decree 20 477, signed by President Peron July 15, 1947, a proposal by Miguel Miranda, published in the Official Gazette of the Republic of Argentina August 9, 1947. Another antecedent of Creating Economic and Social Council, but non-democratic context. During stage Lanusse, the self-styled "revolution" Argentina, was created an Economic and Social Council that practically do not get to work. And those things peculiar to the events in Argentina, was appointed secretary of the Council, Dr. Stafforini, who had been a collaborator of Peron Figuerola the National Department of Labor and then the Ministry of Labour and Welfare.

Stafforini Perón publicly acknowledged that the proponent of the name "PJ", the movement created by the constitutional president of Argentina three times. It also recalled that at the last national constitutional convention in 1994, the creation of a Social Economic Council, was part of the agenda set by the Act of Congress, which declared the necessity of reform, but the issue was not addressed by Buenos Aires convention March 8, 2009
